Background
Building 1110 is a two-story C-shaped building that is approximately 65-years old and houses the 15th Airlift Wing Headquarters. The building is situated as one of the main foci of the base plan, located adjacent to the intersection of four of the base’s strong axes, and has a large expanse of open area around it.
Specialized Knowledge
Baldridge and Associates Structural Engineers, Inc. is responsible for improving the physical security of the building. In its existing condition, the Hickam AFB HQ Wing did not meet the current Unified Facility Criteria (UFC) Department of Defense (DoD) Minimum Antiterrorism Standards. In order to meet these standards, the parking areas were moved outside of the prescribed 25m standoff zone so that vehicles could not be parked near the building. Also necessary was the hardening of the facility entrances, replacement of windows and doors with blast resistant type, and an upgrade of the existing fire alarm system to provide mass-notification capability. Other safety measures included the replacement of parking lost due to standoff zone parking removal, installation of trees to prevent vehicle access close to the facility, and installation of duress alarms for key personnel.
To meet the AT/FP criteria for windows, BASE proposed a range of options including complete replacement with blast resistant windows and providing a security laminate (on the existing glazing).
